The New England Confederation of 1643 provided for the mutual extradition of criminals, and so did the Articles of Confederation. The Constitution provides that a person charged with crime in any State, who flees to another State, shall, on demand of the Governor of the State from which he fled, be given up. An act of 1793 provided the process.
