A German-American merchant, reformer, and writer; born in Otterberg, Bavaria, Dec. 23, 1850. He graduated at Columbia College, New York, 1871; was minister to Turkey 1887-1898 and 1909; Secretary of Commerce and Labor 1906-09; and has been a leader in movements for the reform of local politics, and the improvement of the conditions of the poor. He has published: "Origin of the Republican Form of Government in the United States" (1886); "Roger Williams, the Pioneer of Religious Liberty"; and "U.S. Doctrine of Citizenship".
