An English author and journalist; born in Glasgow, Scot., Jan. 8, 1853. He served on the editorial staff of various Liverpool and London papers and was editor of the American edition of "Free Russia", 1872-4. Besides being a frequent contributor to magazines on ethical and philosophical subjects, he wrote: "The Russian Revolt" (1885); "Russia and the Russians" (1900); "Before the Dawn" (1901).
