(1753-1816), came to Philadelphia from Ireland about 1771. He served during the Revolution as surgeon and aide. He was a member of the Maryland Senate from 1781 to 1786, a delegate from Maryland to the Continental Congress from 1783 to 1786, and a member of the Constitutional Convention in 1787. He was Secretary of War from 1796 to 1801 In the Cabinets of Washington and Adams.
