An English journalist, litterateur, and biographer; born at Ovenden, near Halifax, Yorkshire, May 17, 1841. He was for a time on the staff of the London Globe and Echo; and subsequently contributed literary, critical, and biographical articles to British reviews. His chief publications are: "Poets and Novelists" (1875); "Lives" of Shelley, Gladstone, Peel, Bright, Victor Hugo, and Queen Victoria; "Prime Ministers of Queen Victoria" (1886); and the standard "History of the English Parliament" (2 vols., 1892).
