the oldest truly political constitution in America" (Bryce), were framed in January, 1639, by the towns of Windsor, Hartford and Wethersfield, uniting to form " one publike State or commonwealth." The orders provided for two general representative assemblies each year, composed of delegates from each town, one for the election of Governor and magistrates, the other for the making of laws.
