An alliance formed in 1780-82, by nearly all the other maritime powers of Europe for protection against the continued British depredation on neutral commerce. The Armed Neutrality was suggested by the declarations of the Russian Empress in 1780, setting forth certain doctrines of international law, familiarly summarized as "free ships, free goods." The United States agreed to conform to these articles October 8, 1780.
