An English administrator and author; born at Coulston Survey, in 1835. In the course of a long and useful career in India he was Home Secretary, Foreign Secretary, and in 1882 Lieutenant Governor of the North-West Provinces, having in the previous year been created K. C. B. As an author his reputation is due chiefly to his "Asiatic Studies, Religious and Social" (1882); a biography of Warren Hastings (1889) in the "English Men of Action" series; and "The Rise of the British Dominion in India" (3d ed. 1893); "Asiatic Studies" (1902).
