(1752-1828), jurist, came to Virginia from Bermuda in 1771. He was a lieutenant-colonel at Yorktown, a member of the Annapolis Convention in 1786, and a U.S. District Judge from 1813 to 1827. His edition of Blackstone contained important disquisitions on the Constitution from the point of view of the State-rights school.
