In 1798 an act was passed in accordance with which twenty cents per mouth might be detained from the wages of all seamen, to be paid over to the collector of the ports where ships might enter on their return voyages, toward a fund for the erection of hospitals for merchant seamen. This service has been placed under the charge of the Department of the Treasury.
