A Belgian jurist and historical writer; born at Luxemburg, July 8, 1810; died at Ghent, Feb. 11, 1887. His works on law, municipal and international, are written with great breadth of view. He wrote several works in defense of Liberal principles against the Clericals, among them one "On the Passion of Catholics for Liberty" (1850); and "Letters on the Jesuits" (1865).
