Governor of Virginia from 1683 to 1688. He succeeded Lord Culpepper, and was very unpopular for his extortions, usurpations, dissolving of the assembly, multiplication of fees and arbitrary imprisonments. Colonel Ludwell was sent to England to make complaints against him.
