a name applied to the Slave States of Delaware, Maryland, Virginia, Kentucky and Missouri, as lying next to the Free States, and sometimes including North Carolina, Tennessee and Arkansas. These States were particularly anxious both before and during the Civil War for an amicable settlement of all difficulties. They originated the Peace Conference of 1861. Of the Border States only Virginia, North Carolina, Tennessee and Arkansas seceded.
