(1788-1851), represented South Carolina as a Democrat in the U.S. House of Representatives from 1821 to 1834. While chairman of the Ways and Means Committee he favored the maintenance of a U.S. bank. He drafted the address of South Carolina to the people of the United States in 1832. He was Governor of South Carolina from 1834 to 1836, and was a U.S. Senator from 1842 to 1846.
