A German political economist; born at Giessen, June 5, 1832; professor of political economy in the University of Konigsberg. His principal works are: "Text-Book of the Science of Finance" (2 vols., 1859-60); "Doctrine of National Economy" (1867); "Capital as related to Civilization" (1879); "Old-Age Insurance and State Socialism" (1883).
