(1726-1797), was a member of the Connecticut executive council from 1774 to 1786. He was Commissioner of Indian Affairs for the Northern Department in 1775. He was a delegate from Connecticut to the Continental Congress from 1776 to 1778, and signed the Declaration of Independence. He was placed in command of fourteen Connecticut regiments which he organized for the defence of New York. He led a brigade under General Gates at Saratoga. He served in Congress from 1780 to 1784. He was Lieutenant-Governor of Connecticut from 1786 to 1796, when he became Governor.
