(1820-1889), was professor of international law at Boston University from 1866 to 1885, and from 1885 to 1889 was examiner of claims in the Department of State. He wrote "The State Trials of the United States during the Administrations of Washington and Adams," and "Digest of International Law," and edited "The Revolutionary Diplomatic Correspondence of the United States."
