(1818-1882), was the brother of E. B. Washburne. He settled in Wisconsin as a lawyer and financier. From 1855 to 1861 he was Congressman from Wisconsin. He was a delegate to the Peace Conference of 1861. In the war he commanded a corps, was major-general of volunteers, and served in the West. He was again a Republican Congressman 1867-1871, and Governor of Wisconsin 1872-1874.
