(1721-1793), a signer of the Declaration of Independence, was a shoemaker in early life, a surveyor, lawyer, Judge of the Superior Court of Connecticut, and member of the Legislature. He was a delegate to the first and second Continental Congresses, was one of the committee of five to draft the Declaration, and a member of the Connecticut committee of safety. He was an influential delegate to the Federal Constitutional Convention of 1787. He supported the Constitution in the ratifying convention of his State, and wrote the valuable "Citizen" letters. In the first Congress he was a member of the House of Representatives 1789-1791, and U.S. Senator 1791-1793. Few of his contemporaries have a more honorable record of usefulness through the entire revolutionary period.
