(1749-1800), was a delegate from South Carolina to the Continental Congress from 1774 to 1777. He signed the Declaration of Independence. He was a member of the first Board of War in 1776, and a member of the committee to draw up Articles of Confederation. He was a commissioner to confer with Lord Howe in 1776. He commanded a company of artillery during the siege of Charleston. He was a member of the South Carolina Legislature from 1782 to 1798, and Governor of South Carolina from 1798 to 1800.
