born in 1858, was a Republican member of the New York Assembly from 1880 to 1884. He was an ardent advocate of political reform, and succeeded in abolishing many political abuses. He is author of a "History of the Naval War of 1812," of lives of Benton and Gouverneur Morris in the American Statesmen Series, and of "The Winning of the West." Since 1889 he has been a member of the U.S. Civil Service Commission.
