(1814-1892), came to America from Ireland in 1836. He was prominent as a correspondent of the New York Tribune, under the name of "Richelieu." He represented New York in the U.S. Congress as a Democrat from 1866 to 1868 and from 1880 to 1884. He secured the passage of a bill in 1868 asserting the rights of expatriation and naturalization.
