Born in 1839, represented New Jersey in the U. S. Congress as a Republican from 1873 to 1875. He was Minister to Austria from 1881 to 1882. He was a U. S. Congressman from 1883 to 1889, when he became Minister to Germany and served until 1893. He is known as a staunch supporter of a protective tariff.
