(1817-1882), was a member of the Indiana Senate from 1842 to 1848. He was prominent in the Peace Conference of 1861. He represented Indiana in the U. S. Congress as a Republican from 1863 to 1871 and from 1873 to 1875. He was active in securing the recognition of the right of expatriation by European governments. He framed the " Orth bill," which reorganized the diplomatic and consular system. He was Minister to Austria from 1875 to 1877, and again a Congressman from 1879 to 1882.
