(1782-1822), was a member of the South Carolina Legislature from 1806 to 1810. He represented South Carolina in the U.S. House of Representatives from 1810 to 1822. He served on the Committee of Ways and Means from 1818 to 1822. He earnestly supported the War of 1812. He was a brilliant debater, and called by Henry Clay "the wisest man he had ever known in Congress."
