born in 1831, represented Louisiana in the U. S. Senate as a Republican from 1868 to 1871. Kellogg was recognized by the U. S. Government as Governor of Louisiana in 1872 in opposition to the rival government led by McEnery. (See art. Louisiana.) He served until 1877. He again served in the U. S. Senate from 1877 to 1883, and in the House of Representatives from 1883 to 1885.
