(1760-1831), served in the battles of Trenton and Princeton during the Revolution. He represented Pennsylvania as a Democrat in the U. S. Congress from 1801 to 1803. He was Secretary of the Navy in 1813 and 1814. Subsequently he was president of the U. S. Bank.
