(1749-1822), was a delegate from Pennsylvania to the Continental Congress from 1780 to 1781. He was a member of the convention which framed the Federal Constitution in 1787. He was twice chosen Attorney-General of Pennsylvania and was U. S. District Attorney for Eastern Pennsylvania. He was defeated as Federal candidate for Vice-President of the United States in 1812.
