A German-American historian; born at Fellin, Livonia, Russia, June 19, 1841. Coming to the United States in 1866, he engaged in literary work and lecturing; he returned to Europe, becoming professor in the universities of Strasburg (1872) and Freiburg (1874); appointed professor in the University of Chicago (1892), he came to this country again. He has written: "Constitutional and Political History of the United States" (5 vols., 1876-85); "Lives" of John C. Calhoun and John Brown; "Constitutional Law of the United States". Died Jan. 20, 1904.
