(1676-1741), emigrated from Scotland in 1697, was Attorney-General of Pennsylvania from 1717 to 1724, an Assemblyman from 1729 to 1739, and in the "Zenger" libel suit first advanced the doctrine that in such cases evidence of the truth of the libel might be presented in defence.
