Born in 1823, chairman of the Oregon Democratic Committee from 1866 to 1870, was Governor of Oregon from 1870 to 1878. He decided for the Democratic elector in the disputed Presidential election of 1876, and was a U.S. Congressman from 1877 to 1883.
