(1807-1863), was born in New York. He served in the Virginia Legislature in 1847-1849 and 1853, and was Governor from 1850 to 1853. He was appointed Secretary of War by President Buchanan, and served from 1857 to 1860, when he resigned. He was accused of conspiracy in aiding the Secessionists while Secretary of War, especially in removing war materials to Southern arsenals. He joined the Confederate army as a brigadier-general and fought at Fort Donelson, but was soon after relieved of command by Mr. Davis.
