born in 1834, of New Hampshire, Senator. In the Civil War he became lieutenant-colonel, and was twice severely wounded at Port Hudson. He was a Representative in Congress from 1875 to 1879 and U. S. Senator from 1879 to 1891. He introduced the so-called "Blair School Bill" which twice passed the Senate but failed in the House.
