The first treaty negotiated by the United States was the treaty of alliance with France, February, 1778. Other treaties negotiated under the Continental Congress were with the Netherlands (1782), with Great Britain, treaty of peace, (1783), with Sweden (1783), with Prussia (1785), and with Morocco (1787). The Constitution of 1787 gave the President the power of making treaties, with the consent of two-thirds of the Senate. In 1795, in the matter of the Jay Treaty, the House attempted to claim for itself a control over the treaty-making power, through the power of making appropriations. An account of individual treaties may be found under the name by which each is familiarly known, or the country with which it was concluded.
