(1784-1854), represented New York in the U.S. Congress as a Democrat from 1813 to 1833· He was Speaker of the House from 1820 to 1821, during the passage of the Missouri Compromise, and from 1825 to 1827. He delivered the first speech in Congress plainly opposing the extension of slavery. He aided in organizing the National Republican and the Whig parties.
