Born in 1850, professor at Annapolis, has superintended the governmental publication of the naval records of the Civil War since 1883. He has been Assistant Secretary of the Navy from 1890 to 1893. He published "The Boys of 1812," the "Autobiography of Commodore Morris," and several books of naval history.
