(1766-1847), was Speaker of the Connecticut Legislature for five consecutive sessions. He represented Connecticut in the U. S. Congress as a Federalist from 1805 to 1819. He was regarded as an authority on U. S. political history. He wrote " Statistical View of the Commerce of the United States of America " and "A Political and Civil History of the United States from 1763 to 1797.
