This department was not created until June 22, 1870, though the office of Attorney-General, who is at its head, was created September 24, 1789. The earlier Attorneys-General had leisure to practice as attorneys. An assistant was first given the Attorney-General in 1859, a second in 1868, a third in 1871. In 1861 the Attorney-General was given supervision of all U. S. district attorneys and marshals.
