(1825-1883), was elected Governor of Connecticut in 1869, 1871 and 1872. He was Minister to Prussia from 1873 to 1874. In 1874 he was appointed Postmaster-General; after introducing numerous reforms, he resigned in 1876. He was a member of the Republican National Convention in 1880, and was elected chairman of the National Republican Committee.
