During the struggle between the President and Congress of Chili, in 1891, the "Itata," Congressional cruiser, put in at San Diego, Cal., for supplies of ammunition. Violation of United States neutrality was alleged and an officer seized the vessel. The " Itata " put him ashore and escaped. Pursued by the "Charleston" it surrendered. But a United States court has since decided that its arrest was unwarranted.
