(1807-1877), founder of the American Nautical Almanac, was connected with the U. S. navy from 1823 to 1867. In 1862 he was chief of the board of navigation, and commanded the Mississippi flotilla, and was superintendent of the naval observatory from 1865 to 1867 and from 1870 to 1877.
