Was born in Ithaca, N. Y., in 1832. In 1866-67 he was a member of the Republican State Committee, and in 1868 was nominated for Lieutenant-Governor. He was elected to the State Assembly in 1872 and made Speaker in 1873. He received important appointments from President Grant, and was Governor of New York from 1880 to 1883.
