During the period between 1865 and 1870 the government of a majority of the Southern States was controlled by unscrupulous adventurers, who excluded the better class of whites from voting and controlled elections by negro majorities. Fraudulent taxes were levied and enormous State debts were rolled up. These governments were known as "Carpet-bag Governments."
