were accorded to the Confederacy by a proclamation issued by the Queen of Great Britain recognizing the existence of war between the United States and the so-called Confederate States, and the right of each to the exercise of belligerent powers on the ocean, but not recognizing the national independence of the latter, and enjoining neutrality on her own subjects. Similar recognitions of belligerent rights were made by France and the other chief commercial powers of Europe, and by Brazil.
